Initiatives

Shelter is one of the basic needs of a human being. Housing sector is under immense pressure due to exploding population on the one hand and lack of planned housing initiatives on the other. According to figures projected on the basis of 1998 census, there is an upfront shortage of about 2 million housing units in Khyber Pakhtunkhwa.

The Provincial Housing Authority, under the auspices of Housing Department has been entrusted with the job of planning for “housing for all” with focus on low cost affordable housing for general public and government servants. PHA is working on multidimensional housing projects. Possession of the existing housing schemes at Mulazai Peshawar, Havellian Abbottabad and Jerma Kohat has been handed-over to the allottees. Development work on the Jalozai Housing Scheme has been geared up and hopefully possession of Sector A will be handed-over by June 2018. Community Buildings and Facilities in the aforementioned housing schemes are being constructed as per policy directions of the Chief Minister.

Two smart Mega Cities, namely Peshawar Model Town and Motorway City Nowshera are being developed in collaboration with Frontier Works Organization (FWO).

A huge scheme of Khpal Kor low cost affordable housing has been launched with the help of Bank Home Financing facility, benefiting a large number of government servants and general public. In the first phase the facility has been extended to the existing allottees (Provincial Government Servants only) of Jalozai Housing Scheme, Mulazai Housing Scheme Peshawar, Havellian Township Abbotabad and Jerma Housing Scheme Kohat. In the second phase the scheme will be extended to the government servants who will be allotted the balance plots in the said housing schemes, through computerized draw. The initiative will provide planned affordable housing, stabilize the soaring real estate prices and generate huge economic activity in the province. Under the scheme the banks will provide home finance facility under a tripartite agreement between Banks-Employees- Government/PHA. The Construction will be undertaken by allottees themselves and completed in one year. A 5 Marla single storey house having 2 bed rooms, DD, Porch, Kitchen, two baths, backyard will cost about Rs. 18 lacs including cost of land and development.

The prospective return from the house will be sufficient to payback the installments rather would fetch some saving as well. Regional Facilitation Centers have been established at Peshawar, Swat, Abbotabad and Kohat for free facilitation of the aspiring government servants as well as general public, in preparation of the documentation for the bank home finance facility.

Arrangements (optional) for low cost affordable construction material/pre fab technology are being negotiated with Chines companies. In this regard a Delegation is soon visiting Pakistan.


Develop-As- You-Sell (DAYS), a new model of Public Private Partnership/community based infrastructure development is being introduced for speedy, economical and transparent infrastructure development in the low cost housing schemes, initially at Dheri Zardad near Charsadda interchange on main Motorway.

PHA is striving to Establish Satellite Towns in all districts, which will provide long term planned alternative housing facilities, catering for the housing needs upto 2030 and 2040. Land has been identified in some districts and being identified in other districts.

Housing is a capital intensive sector and the public sector cannot meet the demand owing to resource constraints and procedural complexities and therefore Public- Private-Partnership (PPP) is being rigorously pursued. As a paradigm policy shift, the government is playing the role of policy planner, enabler, coordinator and regulator with emphasis on private sector investment.

Two housing schemes namely Swat Model Town at Barikot Swat and Hangu Township have been offered to private investors and very encouraging response has been received and soon these schemes will take off under PPP.

Five prime estate lands have been offered for construction of Commercial Multiplexes (Malls and Apartments). These include 37 Kanals site at Nishterabad Peshawar, 79 Kanals land at City Center near Wazirbagh Peshawar, two plots measuring 13 Kanals and 6 Kanals are located on main Warsak Road, just close to the Cantonment Area. Expressions of Interest have been received from very sound investors and soon these projects will be launched through PPP.

A 3 Marlas Low Cost housing model is being introduced at a total cost of about Rs. 12 lacs per unit, including cost of plot and 3 rooms single storey house with car porch, two baths, kitchen and a backyard.

Another Scheme of Low Cost Apartments for government servants is under consideration through PPP, where-under low cost flats will be constructed for government servants, under PPP, by following standard specifications. The scheme willhave the facility of bank home financing.
